Hi Mark,
The returns system doesn't add returned items back into stock by design. This is so that if you accept a return that is faulty or damaged you can choose whether it needs re-work, scrapping or other action before going back into stock. This is a manual decision and if you decide to put the item back into stock you need to manually adjust the stock level as you have done.
We've got an action to review this functionality based on feedback from others and hoep to include a mod with FP6 that asks you what you want to do when you do the return i.e. return the item to stock or not.
